For nearly 20 years, Richard Ward's involvement in civic affairs has led to such things as the construction of Friendship Junior High School, and Friendship Park, the development of the city's central business district in the 1970's and a keen awareness of the problems caused by the Metropolitan Sanitary Dist. sewage plant."
