A Des Plaines Journal endorsement in April, 1985 during his successful write-in campaign describes the type of representation to be expected from Richard Ward: "During his 12 years on the City Council, Ward has become well-known for his meticulous style of representation.  Often a lone voice, Ward's tenacity and courage on the major issues of hiring a professionally-trained administrator for the Mayor, and keeping a tight reign on city expenses have pushed the professional airline pilot almost into a class by himself.  For nearly 20 years, Richard Ward's involvement in civic affairs has led to such things as the construction of Friendship Junior High School, and Friendship Park, the development of the city's central business district in the 1970's and a keen awareness of the problems caused by the Metropolitan Sanitary Dist. sewage plant."
